talk to her about it, be very sensitive and caring and really try to get to the root of this. Maybe she is afraid of liking you a lot, afraid of getting to close and then getting hurt. Maybe she does not trust you yet or she was abused in her past. Sit her down and really have a conversation with her but do not make her feel like she has to do this or she's out (even if you think that), she will come around when she knows that you really care and are considerate of her feelings.
Tell her it makes you feel bad, and that you want to kiss her and express how you feel.She is probably just scared, maybe she hasn't done it before or maybe she was once told she was bad at it, either way make her comfortable let her know that it's not a big deal and that you just want to show her that you care through kissing.At first i suggest you try to kiss her in private, so there's les pressure on her, so she won't feel embarassed.

1. she is shy and scared she might offend you if you kiss her and she is a bad kisser
2. you have bad breath and she doesn't want to offend you by telling you but she cant stand the smell
3. she thinks it not the right time yet to further your relationship with a kiss this maybe be because she is not ready yet or like point one is shy
4. she is in it for experience and look of having a boy friend yes i know its hard to bear but some girls do date for reasons of we are Fashion accessory's for some people or maybe she is a combination of all the points but take her to a movie and make your move then and you will find out whats up or like in the movies get her drunk the reveal her secret but i think movie is better gd luck
She probably just doesn't know how, or is sort of shy about it. Try doing it when you're both by yourselves.. And just start out with a quick and short kiss in the beginning, until she becomes more comfortable with kissing in general.
don't rush things man.some girls need more than a 3 months.she need to feel safe,love,tenderness,respect etc etc etc.treat her as a princess.and everything else come in the right moment.don't tell me you have a girlfriend just to kiss her???that's dumb
F*** what others say. As long as she's treating you good, it's not so bad if you have to wait or work for the physical. That's a sure sign you probably have a virgin who doesn't play too many head games. Keep her.
