maybe try asking if she wants to go see a movie with you sometime. that way you dont have to just tell her you want to kiss, and because you are shy you wont have to talk to much. during the movie maybe hold her hand and you can try smiling at her, see if she smiles back. then maybe go in for a short kiss and see how she responds. she might want to kiss you longer. make sure your lips arent chapped and you dont have bad breath and dont be nervous, nothing to worry about. just dont bump noses with her, choose a side when you are going in to kiss her and dont bump teeth. do what feels natural and good luck!
